Requires the department, instead of local boards of education, to develop a water testing program to reduce potential lead contamination in drinking water in public schools; requires child care programs to implement the water testing program required for public schools; changes, from 20 to 15 parts per billion, the lead level at which a school or child care program is required to take certain protective and remedial steps under the program.

  Purchasing and Procurement - Amends TCA Section 12-3-1212; Section 49-13-111 and Section 49-2-203. As enacted, increases from $10,000 or more to $25,000 or more, the amount for which a local board of education or the governing body of a public charter school located in a county having a population of 40,000 or more must make purchases or expenditures by competitive bids.
