    Bill Summary

    This bill requires students applying for the Tennessee HOPE scholarship for nontraditional students to file a Free Application for Federal Student Aid (FAFSA) with TSAC. Present law requires that students who apply for the ASPIRE award or the Tennessee HOPE access grant, both of which are need-based awards, file a FAFSA with TSAC. This bill also requires TSAC to develop a short application form that does not require the disclosure of financial information, which form may be used by students who are applying for lottery funded scholarships that are not need-based. However, TSAC must include on the application information alerting low-income students of the benefits of filling out a FAFSA and encouraging them to do so.

    This bill requires TSAC to develop and implement the short application form in-house with existing staff with the existing budget for administration of the lottery scholarship program. The forms must be available by the 2013-2014 academic year.
