Pensions and Retirement Benefits - As enacted, changes the method of selection of trustees of TCRS representing teachers and retired teachers from election by the representative assemblies of the Tennessee Education Association and the Tennessee Retired Teachers Association respectively to appointment by the speakers of the senate and the house; authorizes professional education employees' organizations to recommend persons to the speaker of each chamber of the general assembly for appointment to teacher trustee positions for TCRS. - Amends TCA Section 8-34-302 and Section 8-34-303.

    Bill Summary

    This bill transfers the authority to appoint the three teacher members who serve on the board of trustees for the Tennessee consolidated retirement system (TCRS) from the Tennessee education association to the speaker of the senate and the speaker of the house of representatives. The speaker of the house will appoint the teacher trustee from the middle grand division of the state and the speaker of the senate will appoint the teacher trustees from the eastern and western grand divisions.

    This bill also transfers the authority to appoint the retired teacher member who serves as a TCRS trustee from the Tennessee retired teachers association to the speaker of the house.

    Any TCRS trustees who were appointed by the Tennessee education association or the Tennessee retired teachers association as of the date that this bill becomes a law will be permitted to serve out their terms.

    ON MARCH 9, 2011, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 102, AS AMENDED.

    AMENDMENT #1 authorizes professional education employees' organizations to recommend persons to the speaker of each chamber of the general assembly for appointment to teacher trustee positions for TCRS. The speakers will not be required to appoint any of the persons who are recommended for appointment by professional education employees' organizations pursuant to this amendment.
